ElaadNL Tests OpenADR Implementation for Dynamic Grid-Aware Charging

This coming winter, the Dutch grid operators plan to introduce dynamic grid-aware charging at public charging stations. With dynamic grid-aware charging, the grid operator informs the charge point operator when electricity consumption needs to be temporarily reduced because of expected pressure on the electricity grid, or grid congestion. This means that charge point operators must be able to process a control signal from the grid operators. This communication takes place via the OpenADR protocol.

For dynamic grid-aware charging, grid operators must be able to communicate capacity limits for clusters of public charging stations to charge point operators through an interface based on the OpenADR protocol. The charge point operators can then distribute the available capacity across their charging points. This means that all charge point operators, or CPOs, wishing to take part in dynamic grid-aware charging must be technically prepared.

To ensure that dynamic grid-aware charging works in practice, its implementation is being tested at ElaadNL. All participating charge point operators are expected to have their implementation tested individually by ElaadNL’s experts before 1 September. This will allow them to take part in the operational testing phase at GOPACS between 1 September and 1 October. They will be informed about this by the industry association DOET.

OpenADR

OpenADR (Open Automated Demand Response) is an internationally used open communication standard that enables electricity consumption to be adjusted flexibly in response to signals about supply and demand. OpenADR was developed in the United States and is intended, among other things, to help balance the electricity grid during periods of peak demand. Grid operators and charge point operators have jointly chosen the OpenADR 3 communication protocol. ElaadNL manages OpenADR

ElaadNL manages the OpenADR protocol for Dynamic Grid-Aware Public Charging. In this role, ElaadNL carries out validation tests for both grid operators and charge point operators (CPOs). During these tests, the experts check whether both parties have implemented the protocol in the same way and can therefore communicate properly with each other.

This allows any differences or implementation-specific issues to be identified and resolved at an early stage, before the parties are actually connected. The aim is to ensure that the final rollout proceeds as smoothly as possible and to minimise the risk of interoperability issues during go-live.

ElaadNL carries out these tests on behalf of the NAL programme Smart Charging for Everyone, which brings together the Ministry of Infrastructure and Water Management, grid operators and charge point operators.

From static to dynamic

Over the past winter, grid operators Enexis and Stedin gained experience with static grid-aware charging. This involved predefined power limits during fixed time periods, specifically the evening peak hours in winter. The results were positive. In Utrecht, grid-aware charging was found to reduce the load on the electricity grid during the evening peak by 49.5%.

The next step is dynamic grid-aware charging. In this approach, a control signal is sent one day in advance, requesting that grid-aware charging be applied at specific charging stations during a certain period on the following day. This allows the available grid capacity to be used in a more targeted way, precisely at the times and locations where it is needed.

This is closely aligned with the national ambitions of the National Charging Infrastructure Agenda (NAL) to apply smart charging on a large scale and, in doing so, contribute to the further development of public charging infrastructure as part of a future-proof energy system.
